How do I control Tablo do I need a Tablo controller as it didn’t come with one?

I assume you have the normal network Tablo and not the HDMI one (which does come with a remote). You control the Tablo via the app on whatever device you are using (Roku, AppleTv, AndroidTV, PC, phone, etc).

So if you are using the Roku app, you use the Roku remote. If you are running it on a computer, you use your keyboard and mouse. The Tablo itself is just a server that your whole network can access.
