No. The Tablo only record OTA signals via antenna.

YES! You need a cable, OTT or satellite subscription with its own DVR service.

With Tablo - NO! USA is not available anywhere I know of OTA.

Sure they can, just not with a tablo…
they didn’t ask about using tablo to do it
