Or you could make an extended network like this to cover the whole house with strong LAN.

Apple TV is on first floor, wifi router is on third with a signal booster on the second floor… No way to hard wire the Apple and router together without getting an electrician.

Well, then testing on another device might be the best. If you can test from a wired computer, or a phone/tablet that is closer to your primary WiFi router. I am suspecting something in the WiFi is causing the issue. It could be the booster. If that is the case, then the powerline adapter “FlyingDiver” suggested might help.
