I have tried all of the different streaming speed options, with and without VPN’s (tried 3 different ones) and the best I get is an occasional stuttered picture on my iPad Pro.
All 3 of the cities had above average internet speeds. UPnP is enabled.
I have used OTA2go well connected to my home network using a VPN. It’s meant to download shows before you leave home but it worked equally well for me to download shows after I left home. That way the whole show is cached on your device. Unfortunately it won’t allow you to watch live TV.
EDIT: I have never had an issue streaming from outside the house using the regular Tablo app. If I were you I would test my upload speed at home and wire my Tablo via physical network cables. A VPN should not be needed at all in most cases. Perhaps your local ISP is traffic shaping.
