Out of the box, the Tablo will store up to about 50 hours of programming. When you attach an external drive, all the old recordings are still accessible, bit it switches to using the external drive for all new recordings. As you delete old recordings, the internal memory eventually becomes empty of recordings.
Exactly how is that memory used at that point? I assume it is buffering live programming. It is also likely used for processes like generating thumbnails.
