The bars hides in iOS 12, must be a 13 related bug.
No bars for me in iOS 13.1.2 on an iPhone 7.
What iPhone do you have and how did you get that portrait mode screenshot?
I cant imagine you would see the homebar on the iPhone 7. The homebar only appears on iPhone X and above.
