HP hard drive been formatting for three hours

Is this typical or do I have other problems, like needing another hard drive ?

I have a Tablo Dual Lite

Not typical. Try reformatting on your computer. If that works, try again on the Tablo - after rebooting Tablo. If all fails send our support team a ticket. a ticket for professional help.
