No. You need a playback device plugged into your dumb TV such as a Roku, Fire TV, Apple TV, etc.

No. If you have a Roku, Fire TV, Android TV, Apple TV or Chromecast attached to your TV you can use apps for those platforms to use Tablo.

can I plug my direct tv antenna into tablo to set it up before i get my antenna installed

Do you mean Direct TV satellite dish? If that’s what you mean, then no. You need to use an OTA antenna.
