Maybe you miss the whole point. The original ATSC 3.0 specification was only going to support HD broad casts and 480i is SD. And many didn’t want or consider 720P HD. So broadcasting on government airways a format that isn’t approved will only cause the government to shut the broadcaster down.
I didn’t miss the point. The government isn’t invested. It’s Public airways not government.
ATSC 3 is available today implemented in a bouquet of variations.
Hold your nose and use it.
There isn’t a bouquet of variations of ATSC 3.0. There is one standard with mandatory and optional features.
I would seriously doubt any were shipped since the beta testers never received any.

So, this was a “company ago” and was also back when Tyler and Lon were “gung ho” on ATSC 3.0. It took time for Tyler and Lon to “get wise” with regards to drm. I’m glad they did.

Perhaps this is why it never happened.
I been watching ATSC 3 DRM channels fine about 3 years now with my ZB. Sure it cost’s a little more, but its either get 
something that is available and works now or keep complaining and hope DRM is going away which it never is.
Some here been complaining for the same 3 years I been watching ATSC 3 DRM. 
So it can be done just many would rather keep complaining instead of using what is available now.
I watch a lot of OTA TV and enjoy the better quality, some with HDR, some interactive and more features coming down the road. If I look at a Tablo streaming show on the same TV and then switch to the ZB with the same show ATSC 3, its a nice noticeable difference IMO.
